Choose 20 trial schools
Stage 1:Complete a baseline report, based on a research study of the school's stated and practised values and values education. The purpose of this report is to give the school a reflective tool to be used in stage 2 of the project. Students, staff and parents have given their views of values in their school by completing questionnaires. The results of this survey form a major part of the baseline report. The report will identify the areas of values education that the school will want to:
Stage 2:Prepare a values education plan which will:
Stage 3:Identify the developments in the values education plan that can be implemented, or, commenced during 1999 and 2000 and to begin implementation. There will be opportunities during this stage for schools to share best practise, through joint seminars and circulation of the newsletter about progress of the project.

Identification of useful resources
Stage 4:Complete a second research study of values education in each school. Within the scope of this 2 year project, this study will inform the school of progress in their values education plans and inform further plans or adjustments.
